Amal El Fallah Seghrouchni: The success of the Morocco Offshoring Offer hinges on collective mobilization to build the Kingdom’s economic future
The success of the Morocco Offshoring Offer is based on collective mobilization aimed at building an economic future founded on value creation, talent excellence and a well-managed international openness, in perfect alignment with the enlightened Vision of His Majesty King Mohammed VI, affirmed on Tuesday in Rabat the Minister Delegate in charge of Digital Transition and Administrative Reform, Amal El Fallah Seghrouchni.

Speaking at a meeting held under the theme “Morocco Offshoring Offer: a renewed model, a shared ambition”, dedicated to the renewal of the national offshoring offer, Ms. Seghrouchni stressed that this event reflects a spirit of anticipation in the face of global economic and technological transformations, noting that offshoring is now asserting itself as a central pillar of the Kingdom’s socio-economic development trajectory.
According to the minister, Morocco is called upon to affirm its strategic choices with consistency, an approach that reflects the Royal will to make digital transformation, international openness and the creation of skilled jobs national strategic priorities.
She also praised the leadership and constant commitment of the Head of Government, all members of the Executive, institutional officials, private sector stakeholders and all ecosystem partners, particularly the Digital Economy Directorate (DICO) within the ministry, which is driving this project with commitment and enthusiasm.
“A true pillar of the national ‘Morocco Digital 2030’ strategy, the offshoring sector contributes directly to our digital economy, supports job creation and positions Morocco at the heart of global value chains,” she said.
In this regard, she noted that the sector posted solid indicators by the end of 2024, with 148,500 stable jobs, including 18,500 net jobs created over two years, and service exports reaching an unprecedented level of 26.22 billion dirhams.
However, Ms. Seghrouchni considered that “the sustainability of these achievements requires moving up the value chain to continue capturing the constantly evolving global offshoring market”, because “the challenge is not to preserve what exists, but to properly prepare for the future”. She emphasized the need to prioritize advanced skills, specialized expertise and agility in the face of growing continental and international competition.
In this demanding context, Morocco has been able to establish itself thanks to its macroeconomic stability, the quality of its infrastructure and its human capital, she continued, noting that more than 1,200 international companies have chosen the Kingdom following an economic assessment that was “rational, based on trust, competence and value”.
By 2030, Morocco aims to double its export revenues to reach around 40 billion dirhams and to create 270,000 jobs, with the objective of making the “Made in Morocco” offer more visible and credible on international markets.
To support this ambition, the minister highlighted the need to establish renewed governance, illustrated by the 2024-2030 program contract and Circular 15/2025. This new framework, the result of in-depth dialogue with all stakeholders, aims to simplify mechanisms and provide long-term visibility for investors, she explained.
This structured model, she added, is based on three fundamental pillars: human capital through training aligned with the real needs of the market, infrastructure through the development of modern, specialized zones fully connected to their regional environment, and the importance of a clear and stable incentive framework to firmly anchor investments within the national territory.
On the same occasion, Ms. Seghrouchni called for a shared reading of the new Circular, the creation of a space for strategic exchange and the highlighting of concrete opportunities, stressing that the success of the Morocco Offshoring Offer relies on “collective mobilization” aimed at developing the Kingdom’s economic future based on value creation, talent excellence and well-managed openness, in perfect alignment with the enlightened Vision of His Majesty the King.
