Morocco, Ethiopia Sign MoU on Combating Various Forms of Violent & Organized Crime (DGSN)

Marrakech - The Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, and the Commissioner General of the Ethiopian Federal Police signed on Monday in Marrakech a Memorandum of Understanding (MoU) on operational, intelligence, and technical cooperation aimed at combating various forms of violent and organized crime that threaten the security of both countries.

The signing took place on the sidelines of the 93rd session of the General Assembly of the International Criminal Police Organization (ICPO-INTERPOL), held in Marrakech from 24 to 27 November 2025, according to a statement from the Directorate General of National Security (DGSN).

The agreement establishes a framework to guide cooperation between the two countries in the security field, promoting the exchange of expertise, experience, information, and technical assistance, with a view to ensuring deep understanding and effective fight against the different forms of organized crime that could threaten the security of both countries, the statement noted.

The MoU also allows Morocco’s national security services to provide their Ethiopian counterparts with all necessary support in terms of training, technical assistance, and intelligence to help develop human resources and strengthen capabilities in crime prevention and control.

This agreement covers the fight against human trafficking, illegal immigration, trafficking in human organs, trafficking in narcotics, psychotropic substances, and chemical precursors, illicit trafficking in arms, explosives, and dangerous materials, combating cybercrime and combating financial and economic crime and money laundering, in addition to all areas that could be of mutual interest to both countries.

Following the signing, the Director General of National Security and Territorial Surveillance and the Commissioner General of the Ethiopian Federal Police held talks reviewing the achievements of bilateral security cooperation and exploring ways to further promote this partnership to consolidate and strengthen shared security.
