Marrakech: Signing of a memorandum of understanding between Morocco and the United Arab Emirates in the field of meteorology
A memorandum of understanding to strengthen cooperation in the field of meteorology was signed on Wednesday in Marrakech between Morocco’s General Directorate of Meteorology (DGM) and the National Center of Meteorology of the United Arab Emirates, on the sidelines of the 19th World Water Congress.

Signed by Mohamed Dkhissi, Director General of Meteorology, and Abdulla Al Mandous, Director General of the UAE National Center of Meteorology, this memorandum of understanding aims to establish a framework for cooperation and continuous dialogue between the two parties in the field of meteorology.
Under this agreement, the DGM and the UAE National Center of Meteorology commit to strengthening technical cooperation in order to reinforce the scientific and practical expertise of both sides in areas related to atmospheric and marine meteorology, as well as aeronautical forecasting and atmospheric studies.
The memorandum also provides for ongoing coordination between the two institutions regarding the exchange of meteorological information and data, contributing to the improvement of weather forecasting operations.
It further aims to enhance cooperation in studies and research related to meteorology and climate, particularly applied topics such as numerical forecasting, cloud seeding, and the occurrence of sand and dust storms, in addition to the exchange of research papers, scientific bulletins and climate reports.
The agreement also covers the training of technical staff in fields related to meteorology, the exchange of field visits to assess available technical capacities on different sites, and participation in organizing conferences, forums and workshops.
Speaking to MAP, Mr. Dkhissi stated that this agreement concerns the strengthening of cooperation between the DGM and the UAE National Center of Meteorology in various areas related to meteorology, highlighting in particular cloud seeding, which represents a major technological innovation to address water challenges.
He also mentioned the use of meteorological radars and artificial intelligence to improve forecasting of extreme weather phenomena and the impacts of climate change.
For his part, Mr. Al Mandous welcomed the signing of this memorandum of understanding, noting that it will allow both parties to enhance their cooperation, particularly in weather forecasting, knowledge exchange and the strengthening of scientific and technical expertise.
He also stressed the importance of cooperation between Morocco and the United Arab Emirates in cloud seeding, given that both countries are developing significant projects in this field. He added that prospects for cooperation in artificial intelligence are promising, particularly when it comes to weather forecasting operations.
Held under the High Patronage of His Majesty King Mohammed VI, the 19th edition of the World Water Congress, co-organized until December 5 by the Ministry of Equipment and Water and the International Water Resources Association (IWRA), offers an opportunity to explore innovative solutions, strategies and adaptive approaches for water resources in a constantly changing world.
Under the theme “Water in a changing world: Innovation and adaptation”, this event provides a platform for experts, practitioners, researchers, policymakers, civil society and the private sector to exchange knowledge, present innovative research, establish partnerships and jointly develop concrete solutions to address the complex challenges of global water governance, security and sustainability.
