2030 World Cup: Morocco, Spain and Portugal strengthen judicial cooperation

As part of preparations for the 2030 FIFA World Cup, Morocco, Spain and Portugal have taken a significant step forward by signing, in Rabat, a memorandum of understanding accompanied by an action plan covering the 2026–2030 period.

Signed in the presence of the three countries’ Ministers of Justice — Abdellatif Ouahbi, Félix Bolaños García and Rita Alarcão Júdice — the agreement aims to establish an integrated legal cooperation framework to support the joint organization of this unprecedented global event spanning Africa and Europe.
This initiative marks a major advancement in addressing the complex challenges associated with a transcontinental organization. It seeks to ensure effective coordination between the judicial systems of the three countries, while guaranteeing legal security and the protection of the rights of all stakeholders involved.
The action plan is built around several key pillars, including the establishment of a legal governance framework adapted to major events, the development of digital justice and the strengthening of cybersecurity. It also предусматриes improvements in dispute resolution mechanisms, as well as the creation of a legal environment conducive to investment.
Beyond its technical aspects, the agreement reflects a shared commitment to building a model of exemplary cooperation. The three countries aim to pool their expertise and strengthen their judicial institutions in order to meet the challenges of the 2030 World Cup.
This new milestone confirms the strength of the partnership between Rabat, Madrid and Lisbon, and underscores their determination to make this World Cup a success both organizationally and legally.
