Latifa Akharbach in Niamey to strengthen Morocco–Niger cooperation in media regulation

The President of the High Authority for Audiovisual Communication (HACA), Latifa Akharbach, carried out a working visit to Niamey on March 25 and 26, as part of efforts to strengthen cooperation between African media regulatory bodies.

This visit, conducted at the invitation of her counterpart Ibrahim Manzo Diallo, President of Niger’s National Observatory of Communication (ONC), falls within the framework of consolidating the bilateral partnership between HACA and the ONC, a new Nigerien institution in charge of media regulation, established in September 2025 to replace the High Council of Communication.

Consultations between the two regulatory bodies focused on several issues of common interest related to changes in the media environment, notably the adaptation of regulatory missions and tools to transformations driven by digital technology, the role of public audiovisual service in preserving the media sovereignty of African states, and mechanisms to combat disinformation.

On this occasion, Ms. Akharbach and Mr. Manzo Diallo signed an agreement for the installation, within the ONC monitoring center, of the updated version of the HMS+ (HACA Media Solutions) technological solution, developed by HACA engineers. This solution is internationally recognized as an effective tool for monitoring and tracking audiovisual programs.

At the multilateral level, the consultations also highlighted the importance of pan-African action carried out within the Network of African Communication Regulatory Authorities, as well as the strategic value of dialogue initiated by this network with major international digital platforms, particularly regarding the protection of the online rights of African users.

The Moroccan delegation’s program in Niamey also included visits to Nigerien audiovisual operators from both the public and private sectors.

During this visit, the HACA President was accompanied by Nadir Tahir, Director of the Program Monitoring Department, and Talal Salahdine, Manager of African and International Affairs.

During her stay in Niamey, Ms. Akharbach was received in audience by the President of the Consultative Council for Refoundation (the Transition Parliament), Mamoudou Djingarey, and by the Prime Minister, Ali Mahamane Lamine Zein, reflecting the particular interest shown by Niger’s high authorities in this institutional mission.
