2025, the Year of Morocco’s Consecration as a Pillar of Global Security
In 2025, Morocco crossed a decisive threshold in its international positioning in the field of security. Long seen as a reliable regional partner, the Kingdom has gradually established itself as a central and agenda-setting actor in global police cooperation. This evolution, patiently built over time, found full recognition with the organization in November in Marrakech of the 93rd Interpol General Assembly, consecrating Morocco as a credible reference in a global security environment in constant change.
From the days preceding the opening of this major meeting, the message was clear. Interpol’s former president, Major General Ahmed Naser Al-Raisi, did not hesitate to describe Morocco as an indispensable actor in collective security. Speaking to the international press, he praised the Kingdom’s institutional stability, the reliability of its operational systems and its proven expertise in police cooperation, highlighting its role as a strategic bridge between Africa, the Arab world and Europe.
This international recognition is not the result of chance. It is part of a long-term trajectory, based on a Moroccan security doctrine that prioritizes anticipation, intelligence, information sharing and multilateral action. Year after year, Moroccan security services have multiplied partnerships, taken part in sensitive joint operations and actively contributed to the neutralization of transnational threats well beyond the national perimeter.
Interpol’s new Secretary General, Lucas Philippe, also underlined Morocco’s driving role in the international security architecture. For him, the choice of Marrakech to host the 93rd General Assembly illustrates the Kingdom’s ability to combine institutional solidity, technological modernity and operational efficiency. He recalled that several actions carried out in close collaboration with Morocco have already produced concrete results, particularly in the fight against terrorism, organized crime and the securing of major international events.
Beyond the event itself, this recognition was materialized by a highly symbolic gesture: the awarding of Interpol’s Medal of Honor, the organization’s highest distinction, to Abdellatif Hammouchi, Director General of the DGSN-DGST. A rare distinction, especially for an African or Arab official, which reflects the trust and esteem enjoyed by Moroccan security institutions among their international partners.
The year 2025 was also marked by a notable intensification of bilateral security agreements. Morocco signed several memorandums with partner states to strengthen operational coordination, intelligence sharing and the joint fight against the most sophisticated forms of organized and violent crime. These agreements were complemented by technical cooperation covering training, the sharing of best practices and the anticipation of cyber threats.
This momentum confirms a reality now widely acknowledged in specialized circles: Morocco is no longer merely a field of cooperation, but a true producer of security. It offers solutions, trains cadres, alerts on emerging risks and actively contributes to the global governance of security. This evolution is also reflected in Morocco’s increasingly assertive presence within decision-making bodies and specialized international networks.
This rise in power is part of a strategic vision carried at the highest level of the State, making security a pillar of internal stability but also a major lever of diplomatic influence. In a world confronted with hybrid threats, terrorism, cybercrime, transnational trafficking and financial crime, the Kingdom has positioned itself as a reliable, pragmatic and respected partner.
On the ground, the results are tangible: dismantling of transnational criminal networks, real-time judicial exchanges, improvement of prevention mechanisms and active contribution to regional and international security. On the diplomatic level, this expertise strengthens Morocco’s credibility and consolidates its status as a driver of stability, in Africa and beyond.
At a time when security challenges continue to evolve and grow more complex, the Moroccan model, based on cooperation, innovation and institutional coordination, is increasingly asserting itself as a reference. In 2025, Morocco has definitively changed dimension, affirming itself as an indispensable actor in international security.
