Morocco and Russia Sign Memorandum of Understanding to Strengthen Deep Strategic Partnership
A new milestone has been reached in relations between the Kingdom of Morocco and the Russian Federation. During an official visit to Moscow, the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Mr. Nasser Bourita, held high-level talks on Thursday with his Russian counterpart, Mr. Sergey Lavrov.


The meeting, held under the banner of consolidating the Deep Strategic Partnership launched in March 2016 by His Majesty King Mohammed VI, may God assist Him, and President Vladimir Putin, was marked by a major moment: the signing of a Memorandum of Understanding establishing a Russo-Moroccan Working Committee between the two Ministries of Foreign Affairs.
This new cooperation framework aims to structure political dialogue, assess the progress of bilateral partnership, and identify new high-value areas of collaboration in key sectors such as energy, agriculture, scientific research, culture, and education.
It represents a strategic tool designed to further deepen Moroccan-Russian relations and project them firmly into the future, in line with the enlightened vision of both Heads of State.
Both ministers commended the strength and depth of the historic bonds of friendship uniting Rabat and Moscow, while reaffirming their shared determination to elevate these relations to an even more ambitious level, reflecting the considerable potential offered by both countries.
They also agreed to establish regular political dialogue and joint monitoring of cooperation projects to ensure the effective implementation of agreed commitments.
On regional and international matters, Mr. Bourita and Mr. Lavrov exchanged views on several issues of mutual interest, particularly the situation in North Africa, the Sahel, and the Middle East, emphasizing the need for balanced dialogue and enhanced coordination in addressing global challenges.
Alongside this meeting, Mr. Bourita co-chaired in Moscow, with Russian Deputy Prime Minister Mr. Dmitry Patrushev, the 8th session of the Morocco-Russia Joint Cooperation Commission, which serves as an essential operational framework for the development of economic, trade, and technical exchanges between the two nations.
Since the accession to the Throne of His Majesty King Mohammed VI, may God assist Him, relations between Morocco and Russia have experienced remarkable growth. Two Royal Visits to Moscow, in 2002 and 2016, as well as President Vladimir Putin’s official visit to Rabat in 2006, laid the foundations for a solid, balanced, and forward-looking strategic partnership.
The signing of this new Memorandum confirms today the shared commitment of Morocco and Russia to anchor their partnership in sustainability, serving the goals of stability, development, and shared prosperity.
