Higher Education in Morocco: Toward Automatic Recognition of American and Swiss Degrees

Morocco is moving toward a new reform aimed at facilitating the recognition of degrees obtained abroad. The Ministry of Higher Education, Scientific Research and Innovation is preparing to adopt general decisions establishing the automatic equivalence of bachelor’s, master’s and doctoral degrees issued by universities in the United States and Switzerland with their counterparts in the Moroccan university system.

According to an official source, the texts have already been finalized and are expected to be approved and announced soon. This initiative is part of a broader effort to modernize administrative procedures related to the recognition of foreign degrees.

At the same time, the ministry is preparing similar decisions concerning several European countries, notably Romania, Hungary and Italy. A specific measure is also being considered for medical degrees obtained in Senegal. All of these measures are expected to be officially announced in the coming months.

Through this reform, the authorities aim to simplify and accelerate the process of recognizing degrees issued by foreign higher education institutions. In the long term, this approach could be extended to all European Union countries, given the mutual recognition system already in place among European universities and the widely recognized academic quality of their institutions.

This development marks another step in the overhaul of Morocco’s degree equivalence system, with the objective of reducing administrative burdens and facilitating the professional integration of graduates trained abroad. The authorities also intend to put an end to certain bureaucratic constraints that have long complicated the recognition of academic qualifications obtained outside the country.

Last year, the ministry had already adopted several similar decisions allowing the automatic recognition of degrees issued by universities in countries such as Spain, Belgium, the United Kingdom, Germany and France.

In line with this broader administrative modernization effort, Minister Azzedine El Midaoui recently stated that procedures related to equivalence applications will be significantly simplified through the progressive digitalization of the system. He also indicated that the ministry is working to entrust the management of these procedures to the National Agency for Evaluation and Quality Assurance of Higher Education, with the aim of strengthening the efficiency and transparency of the process.
