Morocco and France sign an action plan for technical cooperation in the field of justice for the 2026–2028 period

The Minister of Justice, Abdellatif Ouahbi, and his French counterpart, Gérald Darmanin, signed on Monday in Rabat an action plan for technical cooperation covering the 2026–2028 period.

The signing of this plan falls within the framework of strengthening the privileged relations of friendship and cooperation between the Kingdom of Morocco and the French Republic, and aims to consolidate the shared momentum toward modernizing the judicial system and facilitating fair and equal access to justice.

This plan is part of the continuity of the administrative cooperation agreement concluded between the two ministries on December 13, 2012 in Rabat, the memorandum of understanding signed on March 5, 2018 in Paris, as well as the implementation of the provisions of the technical cooperation action plan for the 2024–2026 period, signed on May 31, 2024 in Rabat, and the joint declaration signed on March 10, 2025 in Rabat.

The action plan for the 2026–2028 period aims to establish a structured and sustainable framework for cooperation and exchanges between the two parties in the field of modernizing the judicial administration and strengthening its capacities in management and human resources development. It is based in particular on the exchange of expertise and know-how, the sharing of best practices and building on the achievements of previous cooperation programs.

The plan is structured around several major axes of cooperation, notably the modernization and digitalization of the judicial administration and the strengthening of its governance, the development of skills among human resources in the justice sector, the exchange of information and expertise on legislative developments related to the judicial field, as well as the provision of technical support to judicial system reform projects.

The document also defines the modalities of cooperation between the two parties, mainly including the organization of workshops, short-, medium- and long-term visits for the benefit of judges and officials from the judicial administrations of both countries, the organization of conferences, seminars and forums on topics of common interest, joint participation in international events and meetings, as well as the creation of specialized expert groups.

The plan further provides for the establishment of an annual technical cooperation agenda starting in 2026, accompanied by an annual evaluation of the actions carried out, in order to ensure monitoring of the implementation of mutual commitments and the achievement of the set objectives.

According to a statement from the Ministry of Justice, the adoption of this plan reflects the shared will of the Kingdom of Morocco and the French Republic to continue strengthening their bilateral cooperation in the field of justice, thereby contributing to the modernization of the judicial administration and the consolidation of the principles of good governance and the rule of law.

In a speech delivered on this occasion, Mr. Ouahbi stressed that this signing confirms the excellence of Moroccan-French relations, which cover many areas, notably the fight against crime, technical cooperation, as well as other fields related to the development of justice in Morocco.

For his part, the French Minister of Justice expressed his country’s gratitude to the Kingdom of Morocco for the quality of its cooperation, particularly in the fight against organized crime and the intensive exchange of information on both sides of the Mediterranean, with a view to strengthening the security of both countries against drug trafficking and organized crime.

He also indicated that this signing made it possible to set up a working group for the coming weeks and months, in order to “continue and strengthen the excellent work we are carrying out together in our respective areas of competence”.

In this regard, he praised the significant efforts deployed by the Moroccan ministry to modernize the law, noting that, as part of this visit, he will meet with Moroccan lawyers to exchange views on issues related to international commercial and economic arbitration.
