High-Stakes CAF Meeting: Disciplinary Issues, AFCON 2028 Bids and Internal Questions

The Executive Committee of the Confederation of African Football is set to meet this Friday in Dar es Salaam under the chairmanship of Patrice Motsepe, for a strategic session devoted to some of the most sensitive files in continental football. The meeting comes amid a climate marked by internal questions and close attention to the institutional balances within the organization.

According to several consistent sources, the agenda will notably include a review of recent and upcoming African competitions, an analysis of refereeing performances, and the monitoring of disciplinary procedures. One of the key items will be the examination of the incidents that occurred during the final of the 2025 Africa Cup of Nations held in Morocco, as well as the decisions taken in their aftermath. The performances of referees and video assistant referee (VAR) operators during the tournament are also expected to be subjected to a detailed audit.

Uncertainty Surrounding Attendance

On the eve of the meeting, doubts persist regarding the actual participation of certain invited members. The lack, at this stage, of a detailed agenda officially communicated to all participants is fueling questions and speculation. In international sports governance practices, the prior circulation of a clear agenda is nevertheless considered a fundamental standard to ensure transparency in discussions.

Observers close to the matter believe this discretion may be linked to the sensitive nature of the topics under discussion, particularly those likely to generate internal disagreements. In recent months, several signals have suggested a tense atmosphere within the organization, notably following the previous session held in Rabat, where alleged frictions between Fouzi Lekjaa and Ibrahim Musa Gusau were mentioned before being officially denied by the parties concerned.

Another delicate issue expected to be on the table concerns the administrative situation of Secretary General Véron Mosengo-Omba, whose age is said to exceed the regulatory limit for holding the position, a matter that could give rise to legal and institutional debate.

AFCON 2028: Bids and Speculation

The meeting may also address the designation of host countries for upcoming editions of the Africa Cup of Nations. Several specialized media outlets report that three bids have been submitted: Morocco, Ethiopia, and a joint bid from South Africa and Botswana.

From the Royal Moroccan Football Federation, no official position has been confirmed so far regarding a possible bid for the 2028 edition, leaving uncertainty and fueling speculation ahead of the session.

A Decisive Meeting for the Institution’s Image

Beyond technical decisions, this meeting is widely seen as a test of cohesion for the governing body of African football. Reduced participation by influential members, if confirmed, could revive questions about internal unity and the organization’s ability to speak with a single voice.

At a pivotal time marked by the modernization of competitions, evolving formats and increasing governance requirements, the stakes extend far beyond administrative considerations. For the CAF, the challenge is to demonstrate institutional stability and credibility on the international stage.
