Rabat: Hicham Balaoui Chairs Training Workshop on Strengthening Judges’ Capacities in International Humanitarian Law
On Wednesday, November 12, 2025, at the headquarters of the Office of the Public Prosecutor in Rabat, Hicham Balaoui, Attorney General of the King at the Court of Cassation and President of the Public Prosecution, chaired the opening of a training session organized in partnership with the National Committee for International Humanitarian Law.

Held under the theme “The Role of Judicial Practice in Upholding International Humanitarian Law,” the session brings together national and international experts with the aim of consolidating judges’ knowledge and skills in this vital field.
Like a captain guiding his crew through the complex waters of international law, the training helps judges navigate between different legal currents, particularly international humanitarian law and international human rights law, which, though closely related, apply in distinct contexts: the former in times of armed conflict, the latter in times of peace.
Participants are invited to examine the criteria distinguishing war crimes, crimes against humanity, and genocide, to understand the mechanisms for protecting people and property during conflict, and to analyze the international legal instruments ensuring compliance with these norms.
The workshop also highlights the central role of the judiciary in preventing and punishing violations of international humanitarian law. Like a moral compass amid the storm of war, justice remains one of the essential tools for ensuring that law triumphs over violence and that perpetrators of atrocities are held accountable.
This initiative is part of the Public Prosecution’s ongoing efforts to strengthen the capacities of judges and law enforcement officials. Through specialized training programs and regular scholarly meetings, the institution works to promote a culture of legal and humanitarian awareness and to ensure the rigorous application of fundamental legal principles.
